This project will strengthen the implementation of UN Security Council Resolution (UNSCR) sanctions on the DPRK in Latin America and Southeast Asia through the following activities: Promoting Open-Source Monitoring and Reporting to the Private Sector, Advanced Counter-proliferation Finance Training in Mexico, Counter-proliferation Finance Symposium for Central Banks and Financial Institutions in Southeast Asia, Building Regional Champions on Counter-proliferation Finance in Latin America and the Caribbean, E-Learning Course on Combatting DPRK Proliferation Finance, Webinars and In-person Training Sessions in Latin America, and Interactive Training on Countering DPRK Cyberthreats for Financial Institutions in Costa Rica and Guatemala.

Expected Results:

This project will increase awareness and implementation of UNSCR sanctions on the DPRK by beneficiaries through the provision of training to experts on the strategies and tactics used by the DPRK to circumvent UN sanctions, particularly in the maritime and proliferation finance contexts. These activities will help countries in key regions that have been identified by the UN Panel of Experts as being at-risk of exploitation to identify and prevent exploitation by the DPRK to evade sanctions.

This project will also improve access by beneficiaries to tools, resources, and international best practices about how the DPRK evades sanctions on maritime and financial activities. Beneficiaries will be from public and private sector stakeholders in regions that are highly vulnerable to exploitation by the DPRK due to lack of capacity and/or knowledge.
