Description:
Following the excellent results of Project P001485, this project is the Phase II and aims to reduce vulnerability to transnational threats posed by international crime and terrorism exploiting cargo and trade as means of entry into participating Organization of American States member states. The project activities include: (1) strengthening capacities of law enforcement and customs officers responsible for securing and inspecting commercial cargo in land based ports of entry through introductory and advanced training relevant to their roles and responsibilities; (2) updating decision-makers, customs and law enforcement officials on international standards, good practices, lessons learned, and recent trends on cargo security, interagency cooperation, public-private partnerships, and protection of marine and land based ports of entry; and (3) establishing Inter-American roster of customs and cargo security experts. This project benefits states in Latin America and the Caribbean including Argentina, Barbados, Chile, Colombia, Costa Rica, Dominican Republic, Haiti, Honduras, Jamaica, Mexico, Peru, and Trinidad & Tobago.

Expected Results:

The expected outcomes for this project include: (1) increased application of cargo security policies, procedures, and enforcement by customs and border security agencies in participating Organization of American States member states; (2) increased cooperation and coordination between customs, border security agencies, and law enforcement at national, regional and international levels; and (3) enhanced application of gender perspective, human rights standards for improved workplace conditions in participating customs and border security agencies.

Anti-Crime Capacity Building Program
Program Purpose:

The objective of the Anti-Crime Capacity Building Program (ACCBP) is to enhance the capacity of key beneficiary States and government entities to prevent and respond to threats posed by international criminal activity by providing transfer payment assistance in a manner consistent with international anti-crime and human rights obligations, norms and standards. In doing so, the ACCBP contributes to improving Canada’s national security, and the security of Canadians abroad, by addressing global transnational security threats, with a focus on the Americas. The Program also builds on previous crime program commitments that support regional and multilateral initiatives that focus on global crime issues.

The ACCBP will use both grants and contributions as the transfer payment mechanisms to meet its program objectives. The type of transfer payment will be determined by project and on a case-by-case basis, taking into consideration the Government of Canada’s international security mandate and objectives; the capacity of the implementing partners involved; and the assessment of the associated risks of the project. Such payments will be managed within the effective financial and program controls designed and implemented by Foreign Affairs, Trade and Development Canada for its transfer payment programs.
