Description:
This initiative aims to strengthen Ukraine’s Ministry of Veterans Affairs to lead, coordinate and standardize an integrated system of programs and services for veterans, their spouses and children across the country. It focuses on building the Ministry's leadership, data use and policy development, while improving the quality, accessibility and consistency of veterans’ services delivered by government and civil society nationwide. Project activities include: (1) embedding subject-matter expertise and coaching within the Ministry's Delivery Office to improve coordination and evidence-based decision-making; (2) developing and institutionalizing inclusive policy and legislative processes; (3) identifying, testing and refining service models and national service standards across priority areas such as mental health, rehabilitation, employment and reintegration; and (4) operationalizing standards through legal instruments and inter-ministerial coordination so providers align programs with national expectations. Intended beneficiaries include women and men veterans, adolescent boys and girls in veteran households, spouses and caregivers, including veterans with disabilities and those in rural or conflict-affected areas. This initiative is implemented in close collaboration with Ukraine’s Ministry of Veterans Affairs, engaging delivery partners across government, civil society and international organizations.

Expected Results:

The expected outcomes of this project include: (1) enhanced institutional effectiveness of the Ministry of Veterans Affairs (MoVA) to lead and coordinate national veterans’ programs; and (2) improved inclusive programs and services for Ukrainian veterans and their families.
