Description:
The humanitarian situation in Lebanon deteriorated significantly following the sharp intensification of hostilities in early March 2026, which marked the most serious escalation since the November 2024 ceasefire. This escalation triggered renewed mass displacement, damaged critical civilian infrastructure, and further compounded an already severe humanitarian crisis. The United Nations estimates that up to 1 million people in Lebanon require urgent life-saving assistance over a three-month period.
The Lebanon Humanitarian Fund, managed by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is an existing Country-Based Pooled Fund (CBPF) that mobilizes multi-sector emergency response allocations based on partner presence and capacity. With GAC’s support, the fund releases emergency funding for priority life-saving interventions, including protection, food security, health, water, sanitation and hygiene (WASH), and shelter, with a strong focus on reaching the most vulnerable populations and enabling rapid scale-up by frontline responders.
Project activities include: (1) providing needs-based assistance in line with priorities in the emergency Flash Appeal for Lebanon; (2) increasing operational response capacity and coverage through diverse partnerships with non-governmental organizations, including national and local actors; and (3) improving the timeliness, effectiveness, and efficiency of life-saving interventions through coordinated, flexible, and rapid allocation mechanisms.

Expected Results:
The expected outcomes for this project include: (1) increased alignment of funding to areas of operational priority, in line with the Flash Appeal; (2) increased operational response capacity and coverage through diverse partnerships with non-government organizations; and (3) improved timeliness, effectiveness and efficiency in implementing life-saving activities in Lebanon.
The expected ultimate outcome is lives saved, suffering alleviated, and human dignity maintained for populations affected by the conflict in Lebanon.
