Description:
This project aims to build the capacity of public servants within various levels of government in Iraq to meet the decentralised authorities and accountabilities set out in the Iraqi Constitution. It also provides training to the Government of Iraq and the Kurdistan Regional Government (KRG) to help them manage the humanitarian crisis and incorporate immediate response measures into their longer-term development planning. The project activities include: (1) development of a virtual centre of fiscal federalism and holding of seminars, workshops and conferences, with the aim of achieving a common vision among stakeholders of federalism consistent with the Iraqi Constitution and the Iraqi context; (2) designing of fiscal arrangements and consequent instruments and tools necessary to support the Iraqi version of federalism; (3) developing and initiating the implementation of program and service decentralization for selected ministries; and (4) building institutional and individual capacity for those involved in decision making and managing of humanitarian and other major crises in the Kurdistan Governorate and Iraq. The project is expected to reach approximately 1,300 senior representatives from the political sphere, academia and officials at the federal, regional and governorate levels through their participation in networking, seminars, workshops and the building of institutional capacity.

Expected Results:

The expected outcomes for this project include: (1) improved processes by the federal government, KRG and governorates to implement stable and predictable fiscal arrangements to support their constitutional responsibilities; and (2) improved management by the federal government and KRG in stabilizing government processes in reaction to crisis situations.
