"In a future capital project, MOBI-O and the City of Gatineau want to install bicycle parking facilities and bicycle repair stations (“bicibornes”) within the municipality. The first component of the project is to lay the groundwork for a capital project; it focuses on identifying locations for bicycle parking areas and bicibornes through a planning project. The ultimate goal is to provide cycling facilities that meet users’ needs and boost cycling for commuting and recreation. Bicycle parking and repair facilities in Gatineau are insufficient to meet current demand. According to several studies (https://cylantro.eu/blog/statistiques-vol-velo), bicycle theft is the number-one concern that deters people from cycling. Hence, the lack of bicycle parking in Gatineau is an obstacle to the growth of cycling and discourages people from using this mode of travel because they are afraid their bike will be stolen. To address this problem, MOBI-O rolled out its first bicycle parking plan in 2021 on rue Principale, a non-residential street in Gatineau, as a pilot project (see document attached to the application). In view of the project’s success, the City of Gatineau wants to extend the plan to cover the entire municipality. Like parking areas, bicycle repair facilities are also inadequate. There are currently a very small number of bicibornes scattered across Gatineau, which has a population of about 285,000. Specifically, only six repair stations are available in the city’s entire 300 km bicycle path network.
