Special Advocates Program
The Special Advocates Program was established in order to implement the amendments to the Immigration and Refugee Protection Act (certificate and special advocate). These Terms and Conditions govern the administration of Canada’s contribution towards the professional development and case-related fees, disbursements, and travel related costs of persons in receipt of Special Advocate Program funding.
The Special Advocates Program was required, and remains essential, for the Government to continue to use classified information in inadmissibility proceedings under the Immigration and Refugee Protection Act. Appointments of special advocates are limited to inadmissibility proceedings, including appeals, under the Immigration and Refugee Protection Act where there is classified information that must be protected from public disclosure for reasons of national security or the safety of any person.
