Over the past decade, public organizations have made huge investments in open data initiatives. However, in most cases these initiatives have fallen short to serve majority of users, because in practice open data is only open to small elite of technical specialists who know how to find, interpret and use it, as well as to those that can afford to employ them. This project is phase 2 of 4 to research and develop a novel solution to make open data more accessible, comprehensible, and usable for non-experts.
