Strengthening the Canadian Drugs and Substances Strategy (Harm Reduction Fund)
Program Purpose:

The Canadian Drugs and Substances Strategy (CDSS) is the Government of Canada's comprehensive, collaborative, compassionate, and evidence-informed approach to drug policy, using a public health lens when addressing substance use. Led by the Minister of Mental Health and Addictions and Associate Minister of Health, and supported by Health Canada and 14 other federal departments and agencies, the CDSS covers legal and illegal substances, including cannabis, alcohol, and opioids. Its goal is to protect the health and safety of all Canadians by minimizing harms from substance use. PHAC receives contributions under the CDSS through the Harm Reduction Fund to support projects that reduce HIV and hepatitis C and promote safer, healthier lives without requiring reduced substance use or abstinence.
