Description:
As part of Budget 2021, Self-Administered Feasibility Assessments were identified as an area of important investment. Manitoba Keewatinowi Okimakanak Inc. (MKO) was identified by the First Nations and Inuit Policing Program (FNIPP) Federal-Provincial-Territorial working group as one of the organizations to be selected for this project. Manitoba Keewatinowi Okimakanak Inc. is conducting development work in support of the development of a new self-administered police service to serve twenty-six (26) MKO First Nations in Northern Manitoba.

Expected Results:

Completion of all Stage 1 through Stage 4 objectives and activities, aligned with the Manitoba Police Services Act and policing standards. Completion of Stage 1 to 4 will allow MKO to submit a future proposal to the funders for support of the next stage objectives.
Short Term:
- A project team and structure will be in place. This team will have identified and established project facilities and started work on outreach and formed partners for the projects.

Medium Term:
The team will have gathered and assessed existing policing models. They will have identified critical information pertaining to the existing models:
- PPSA vs RCMP
- Established a Responsibilities Matrix
- Ability to compare current and proposed Self-Administered First Nation Policing Models
- Data collection of relevant benchmarks, statistics, comparators, metrics, and drivers (officers/population, calls for service, remoteness and environmental indices, comparability factors, etc.)
- Completed an Environmental scan, and literature review

The team will have engaged with the MKO First Nation to provide information on:
- The FNIPP Policing Framework, policies and expectations
- The assessment of community policing priorities, objectives and expectations
- The evaluation of the capacity to host police services, facilities and housing
- Obtaining First Nation support for MKO Regional Police service

Long Term:
The team will have assessed and identified the following:
- A governance and an oversight framework
- Quantitative and qualitative performance standards and objectives
- Service requirements and levels
- Recruiting methods, training and retention objectives and strategies
- Developed costing metrics and financial analysis

The team will have developed Key Frameworks for the following:
- Policing model
- Implementation plan
- Policing services transfer agreement and transition plan (PPSA/RCMP and/or MFNPS to MKO First Nation Regional Police Service)
- Existing asset condition and remediation assessment
- Infrastructure and capital requirements plan and forecast
- Infrastructure transition plan
- FNIPP agreement
