The purpose of this agreement is to establish the terms of the financial contribution from Canada and Quebec to support the implementation of the "Pakua Shipi-Unamen Shipu Police Service" project to provide police service in the Innu communities of Pakua Shipi and Unamen Shipu.

The feasibility plan will enable the Council and its partners to identify their needs and determine how to establish a police service in Unamen Shipi managed by the Pakua Shipi Police Service that will be able to better serve the community.
- Establish a police organizational plan (POP);
- Determine the human, financial, informational, and material resource plan;
- Determine the implementation plan (implementation schedule and transition with the SQ);
- Assess infrastructure needs.
