Operation Red Shield Readiness is a Salvation Army initiative to sustain and enhance its national Emergency Disaster Services capacity across Canada. The project maintains critical services, including mass feeding, shelter support, logistics, and emotional care, while strengthening readiness for emergencies such as wildfires and floods. Public Safety Canada
Expected Results:
  • Sustain 30 trained response personnel and recruit 2 additional FTEs, specifically aligned to Indigenous and high-risk regions in Northern British Columbia and rural Ontario
  • Maintain and support a national volunteer base of 5,000+, with a target of 10–15% active deployment readiness
  • Conduct community engagement (≈20 engagements annually) and deliver localized training sessions (10+ sessions).
  • Deliver 18 hybrid training courses (13 existing + 5 new), with a target of:
  • 1,500+ volunteers trained or recertified annually
  • Maintain 100% operational readiness of Emergency Disaster Services fleet assets, supported through lifecycle and maintenance systems
  • Improve response readiness to support simultaneous multi-site incidents (minimum 3 concurrent regional responses)

- Standardized onboarding and certification pathway for all Emergency Disaster Services volunteers
-A fully integrated, national Emergency Disaster Services network capable of:
- Sustaining multi-jurisdictional disaster responses across all provinces and territories
- Supporting large-scale evacuations, wildfires, and climate-related disasters with consistent service delivery
- Improved resilience in vulnerable communities, demonstrated through:
