Description:
This project is about enhancing the use of GIS in search and rescue so as to improve final outcomes, improving interoperability between resources and among jurisdictions as well as streamlining record keeping and reporting. Currently, many GSAR teams are using freeware (e.g. OziExplorer, Avenza) that is not compatible with other jurisdictions and does not take advantage of many modern tools, such as mobile technologies. GSAR teams often do not have the technical knowledge, time, funds or skill to adapt these technologies to their situations. This project will build on the initial work that GSAR teams in Newfoundland have done to roll-out GIS for ground search and rescue. It aims to further the application of GIS through the use of web GIS tools and cellular technologies to improve search and rescue outcomes. This project will use ESRI Canada's ArcGIC platform, the MapSAR plug-in for ArcGIS, the integrated MapSAR functionality in D4H, and available web GIS apps and will be able to integrate with the Motorola radio system used by PEI GSAR.
Expected Results:
PEI GSAR team members are trained as power users and filed users and are competently using the geographic information systems, web GIS tools, and cellular technologies during live searches and training exercises. There is enhanced interoperability between PEI GSAR and other emergency management partners including RCMP, Parks Canada and other police services of jurisdiction and, in particular, PEI's Emergency Measures Organization as demonstrated during training exercises and in a variety of emergency situations. Other ground search and rescue teams have learned about the PEI GSAR case study and may consider implementation in their jurisdictions.

Prince Edward Island Search and Rescue is a volunteer-based, non-profit, charitable organization based in Charlottetown and serving the entire province of Prince Edward Island. Mnaged by a volunteer executive, PEI GSAR keeps a roster of approximately 130 volunteer members. The mandate of PEI GSAR is to search for and rescue individuals who are lost and/or injured. To fulfil this mandate, PEI GSAR volunteers train multiple times a year to practice and maintain skills in search management, navigation, survival, first aid, search technique, clue identification and mapping, tracking and more. Program Purpose:
The SAR New Initiatives Fund (SAR NIF), was established by the federal government in 1988, and is managed by Public Safety Canada (PS), in partnership with other federal, provincial and territorial SAR organizations.
SAR NIF provides annual funding for projects that will improve the National Search and Rescue Program. SAR NIF projects must address at least one of the National SAR Program Annual Priorities.
