Description:
RCMSAR is committed to best practices and adapting to changes in SAR techniques that are often developed in other parts of the world. Events such as the refugees attempting to cross the Mediterranean Sea have led to innovations in mass rescue operations that North American SAR agencies can learn from. This congress is a generational opportunity for Canada-based volunteer and professional SAR agencies (Canadian and US Coast Guards) to exchange information and establish collaboration protocols that can lead to reduced gaps in SAR coverage. Ensuring access to participation through registration and accommodation funding will demonstrate the commitment to proficiency and access to international expertise for our on-water SAR simulation crews and other deserving volunteers is an important aspect of volunteer retention and training for RCMSAR as the host of the this event. Participation of CCGA volunteers from across Canada will provide an introduction to international expertise and they will be able to take lessons learned back to their regions. Without financial support for registration, volunteers from British Columbia (RCMSAR) and CCGA (rest of Canada) may not have the ability to take advantage of this opportunity that is the largest of its kind in the world and in North America for the first time. It is important to note that the success of WRMC is not contingent on funding from Public Safety Canada and the overall budget does not include this as a forecasted revenue.

Expected Results:

Immediate Outcomes: The immediate outcome of WMRC 2019 is knowledge transfer to SAR volunteers in RCMSAR and CCGA that are selected to attend. RCMSAR will provide dedicated rescue vessels for the on-water demonstration and this will provide interagency training in seamanship, SAR techniques, incident command and communications with other SAR agencies while highlighting the effectiveness of integrated SAR approach. Successful conference delivery will be an immediate reputational boost for the Canadian SAR network. Intermediate Outcomes: RCMSAR and CCGA will establish and develop nation to nation level relationships for their regional organizations while volunteers will develop relationships with SAR leaders from well-established volunteer agencies that can lead to future exchange. RCMSAR will highlight our volunteers from First Nations communities, celebrating their contributions to SAR in remote geographical areas and establishing a sharing network for SAR sustainment in small maritime communities. Long Term Outcomes: The long term outcomes would be ongoing relationships with IMRF membership nations and organizations with Canadian SAR agencies (RCMSAR and CCG are current members) participating in leadership roles and to incorporate improvements to the SAR stemming from knowledge transferred from the IMRF member experiences.

RCMSAR provides marine SAR through partnership and collaboration with the communities of British Columbia, Indigenous, federal and provincial governments, industry and other non-governmental agencies. Our primary relationship is with the Canadian Coast Guard (CCG) providing a dedicated cadre og highly trained volunteers and modern equipment that are available for tasking for marine SAR events. RCMSAR has an agreement with the Province to provide support to humanitarian emergency incidents as and when requested. RCMSAR also provides SAR prevention initiatives, targeting recreational boaters and children. RCMSAR assure la recherche et le sauvetage en mer grâce à des partenariats et à une collaboration avec les communautés de la Colombie-Britannique, les gouvernements autochtones, fédéral et provinciaux, l’industrie et d’autres organismes non gouvernementaux. Notre relation principale est avec la Garde côtière canadienne (GCC) en fournissant un cadre dédié composé de volontaires hautement qualifiés et d’équipements modernes disponibles pour la tâche lors d’événements SAR maritimes. RCMSAR a passé un accord avec la province pour fournir un soutien aux incidents d’urgence humanitaire sur demande. RCMSAR propose également des initiatives de prévention SAR, destinées aux plaisanciers et aux enfants.

Search and Rescue New Initiatives Fund (SAR NIF)
Program Purpose:

The SAR New Initiatives Fund (SAR NIF), was established by the federal government in 1988, and is managed by Public Safety Canada (PS), in partnership with other federal, provincial and territorial SAR organizations.

SAR NIF provides annual funding for projects that will improve the National Search and Rescue Program. SAR NIF projects must address at least one of the National SAR Program Annual Priorities.
