Agreement Date:
Jul 4, 2019 - Mar 31, 2020
Description:
Priority is to bring the current cache items to standard that is reliable and consistent with the cache other teams nationwide are using. This will be done in conjunction with developing cache items that are currently not available or because of normal lifecycle issues have become obsolete or are approaching a point of operational failure. The focus will be identifying gaps in equipment that may negatively affect our ability to respond and provide heavy rescue and /or urban search. We will focus on items that allow for the efficient deployment of an effective force of HUSAR equipped rescuers capable of sustained HUSAR type deployment. The assessment and maintenance of current Cache to a level that is current with TF’s across the nation, to include lifecycle replacement and procurements to allow CANTF-5 to begin providing response capability to a variety of man- made or natural disasters. A complete, functional, current and well, maintained cache is critical to CANTF-5 maintenance of HUSAR capacity.
Organization:
Public Safety Canada
Expected Results:

Resurrect and maintain current cache and determine functional levels of equipment and identify gaps. Purchase new equipment consistent with other Task Forces. Storage of cache in deployable fashion in that provides ease of access. Update current Technical- search Equipment to maximize the latest technology and provide interoperability with National Program. Update rescue Equipment that has reached end of life or is due to recycle as training kit. Update Cache items to be in line with other Task Forces to improve interoperability. Continue to develop the Drone Program to be deployable for HUSAR search and rescue. Removal of previous BOO form deep storage and testing to ensure operability Establish the required level of logistical support necessary to be able to deploy provincially followed by national capability and eventually internationally, both as a team and in support of other teams.

Program:
(HUSAR) Heavy Urban Search and Rescue
Program Purpose:

The HUSAR Program aims to maintain the HUSAR capabilities of Canadian HUSAR Task Forces in Vancouver (British Columbia); Calgary (Alberta); the Province of Manitoba; and Toronto (Ontario). The Program also aims to develop HUSAR capacity and capability in the underserved regions of Montreal (Quebec) and Halifax (Nova Scotia).
Canada’s national approach to emergency management needs to be reflective of the needs of all partners, and the changing risk environment. As growing cities, aging infrastructure and climate variability increase across the country, ensuring sufficient HUSAR capacity is increasingly important.
Federal investments will be targeted towards specific HUSAR initiatives or projects on a cost-shared ratio of 75% (federal) and 25% (provincial/other). The maximum federal contribution is 75% of the cost of a HUSAR project
