Description:
The purpose of OVERSEE is to address the unique challenges of SAR in remote areas (such as indigenous communities in the Arctic and their immediate surrounding area) with UAS platforms. In order to do so, we must create SOP’s to facilitate UAS BVLOS usage for SAR, including SOP’s for Computer Vision (CV) techniques for SAR operations. To create the SOP’s, OVERSEE needs remote/isolated community SAR statistics from organizations who respond to SAR events. We seek the “where”, “when” and “what” details (i.e. lost hunter, capsized boat, spotted from CAF aircraft at 2000ft after 3 hours). This is added to a simulation engine along with new COTS UAS models for processing, outputting the most successful UAS SAR methods.

Expected Results:

Expected Outcomes: Short term: In the short term, SOP’s will be disseminated to CASARA member organizations for review and adoption. With the wide availability of COTS UAS’s and the desire to always improve SAR results, we believe the SOP’s will be an excellent stimulant for agencies which are still deciding how to capitalize on the UAS phenomenon. We expect that the IRIS UAS and Total::Vision products provided to CASARA will be utilized in exercises/operations to continue validation of the SOP’s. The products of OVERSEE can be applied to SAR training to help operators learn about UAS SAR capabilities. Medium term: In the medium term, the results of OVERSEE should assist with the overall acceptance and Adoption of UAS. We hope that isolated and remote indigenous communities will be on the forefront of this adoption as they stand to gain the most benefit from use of UAS’s due to their current lack of aeronautical assets.
