Description:
This project is to expand the NOP to 60 neighbourhoods across the city, from the 33 neighbourhoods already. The implementation of this expansion, guided by evidence-based decisions-making from ongoing measurement and evaluation will assist with a more consistent program across Toronto’s neighbourhoods and communities. A comprehensive and deep process of research, consultation, branding, marketing, design and evaluation is required to successfully rollout this expansion to the program. The expansion of the Neighbourhood Program will be managed centrally by the Community Partnerships and Engagement Unit and will leverage communications experts employed by the Toronto Police Service and the Toronto Police Services Board.

Expected Results:

Immediate outcomes:

  • Feeling of safety in their neighbourhoods;
  • Improved relationships between the police and the neighbourhoods;
  • Enhanced visibility and approachability of officers;
  • Achieving the policing and safety needs of their neighbourhoods; and
  • Satisfaction with the upgraded delivery of police service.

Intermediate/long-term outcomes:

  • Reduce the gang membership in Toronto;
  • Reduce the rate of youth joining gangs;
  • Reduce youth being involved in violence;
  • Reduce gang-related gun, drug and homicide crimes in Toronto;
  • Increase gun and drug seizure in Toronto;
  • Develop evidence-based initiatives that successfully reduce youth gang activity;
  • Improve the health of Toronto’s communities;
  • Establish and expand on evidence-based programming in the City of Toronto in a way that is effective and sustainable research partnerships that integrated into strategic and tactical operations of police agencies; and
  • Enhance neighbourhood development, education, and school-based prevention programs targeting the reduction of gun and gang crime.

Program Purpose:

The contributions' overall objectives are to forge greater consensus and cooperation among various levels of government and other stakeholders through policy initiatives and activities. Contribution funding has been chosen in order to monitor progress and results of projects/initiatives. The program contributes to the achievement of departmental legislative, policy development, and consultative objectives by:

-Supporting projects in priority areas to address public policy issues of strategic importance to the Department;
-Supporting information driven projects and participation in cross-sectoral and inter-jurisdictional policy and legislative initiatives;
-Supporting innovative approaches and the acquisition of knowledge and the ability to translate knowledge into action for communities and community-based organizations; and
-Contributing to enhanced public safety and emergency management.
