Description:
The University of British Columbia will develop a methodological and conceptual measurement framework based on structural-evolutionary economic growth theory for understanding where to focus innovation support programs and policy in order to effectively generate business innovation, growth and ultimately an improved quality of life for Canadians.
This project will assess the current state of the measurement art and propose new, complementary approaches to these measurement issues with the goal to the development of better methods of impact assessment and performance measurement for business innovation policies and programs.
The project proposes to experiment with new techniques that utilize qualitative and quantitative data jointly to measure the impacts of policy on business innovation behaviour.

Expected Results:
The expected results of this project are as follows:
1) The research results and working paper will be made available to multiple audiences outside the Government of Canada.
2) The project is directly benefiting from the in-kind contributions of Professors from the Simon Fraser University and the University of Waikato, as well as directed work of research assistants and various academic resources.
3) The research paper will expand the knowledge base related to public policy issues and inform further research projects linked to measurement and assessment of evolutionary, technological innovation trajectories and the policies designed to support their development.
4) Create an innovation policy assessment mechanism that could be applied broadly to an evolving suite of public policies.
