Description:
Through this 35-month project, the Aboriginal Council of Winnipeg (ACW) will increase its ability to prevent and address gender-based violence (GBV) against Indigenous women, girls, and 2SLGBTQQIA+ people, with a focus on urban Indigenous people located in Winnipeg. This will be achieved by making the Winnipeg Indigenous Executive Circle (WIEC), one of the ACW’s initiatives, its own charitable entity; building WIEC’s organizational capacity to focus on addressing violence against Indigenous women, girls, and 2SLGBTQQIA+ people; developing a 10-year implementation plan; and, by establishing WIEC’s membership, developing sector partners and the Winnipeg population’s capacity to work together to end violence. By the end of the project, the ACW will have strengthened its capacity to prevent and address GBV against Indigenous women, girls, and 2SLGBTQQIA+ people. With the Supplemental funds and 18-month extension provided in early 2026, Aboriginal Council of Winnipeg Inc. will implement a structured plan of the 10-year strategy into a 3-year implementation roadmap that strengthens WIEC’s governance structure, integrate a GBV prevention lens across pillars, develop an Indigenous data sovereignty and accountability framework to strengthen monitoring and reporting, coordinate a GBV prevention and referral mechanism, support and strengthen the Red Dress Alert initiative and finally, strengthen WIEC’s internal capacity and long-term sustainability. Through this they will further advance Gender Equality.

Partnerships and collaborations are established and/or strengthened to support the LGBTQ2 movement LGBTQ2 organizations have increased knowledge and capacity to advance equality with respect to sex, sexual orientation, gender identity and expression.
