Women and Gender Equality Canada is currently engaging with federal departments, academia, partners, and stakeholders on the design of a Gender-Based Analysis Plus (GBA Plus) knowledge hub as part of the work to enhance the framing and parameters of GBA Plus. As part of this engagement, federal departments are collaborating to consolidate and refresh current tools and identify gaps with a view to developing additional tools to guide robust and intersectional GBA Plus in order to design more responsive policies, programs, and services. The knowledge hub will provide a repository of and user-friendly access to a range of GBA Plus–related tools and resources.

• WAGE is making progress towards its commitment to plan and develop a central online hub to facilitate public access to GBA Plus data, information, and resources, and to provide a space for learning and participation.
• WAGE is in the development phase of a GBA Plus central online hub. As part of this process, preliminary discussions were held internally with the IT Team and the Digital Communications Team to discuss collaborative approach in creating a client-focused, easy to use online hub.
• Work is underway to identify type of information the hub will host as well as mock-up of the hub’s various potential web pages and functions.

• WAGE is currently in the planning phase for the development of a GBA Plus central online hub. As part of this process, preliminary discussions have been undertaken on the Hub’s purpose and use, as well on the content, engagement capabilities and desired scope of impact. Also, as part of this phase of work, potential internal and external partners to advance this work are being identified for future engagement and collaboration. This preparatory phase will help inform aspects of the implementation plan, such as defining work objectives, roles and responsibilities, key activities, and timelines. Preparatory work is also underway to identify key partners and relevant stakeholders and to assess repositories of GBA Plus content (e.g., intersectional data).

Challenges:

• To support Minister Ien in implementing mandate letter commitments, Women and Gender Equality Canada (WAGE) is currently planning activities to enhance the framing and parameters of GBA Plus. This work will involve engaging with federal partners on ways to improve this intersectional tool and related governance and accountability. WAGE is in the process of seeking senior officials’ approval on an engagement strategy for this purpose. There is a high likelihood that the engagement strategy and findings from consultations will impact components of the work planned for the implementation of the GBA Plus Knowledge Hub. The team will adjust its activities accordingly.

• In fiscal year 2021-2022, Women and Gender Equality (WAGE) initiated a letter of agreement with Transport Canada’s Digital Services and Transformation Office (DSTO) with the aim of receiving advice and support in the planning and designing of a web portal or Knowledge Hub on Gender-based Analysis (GBA) Plus. This Knowledge Hub will bring together a suite of tools, training and resources related to diversity, inclusion and intersectional analysis, and will serve as an information sharing platform to build GBA Plus capacity across the federal public service. By making research and data more readily available, federal departments and agencies will be better equipped to apply rigorous intersectional analyses in the development of responsive and inclusive policies, programs and initiatives.

• As part of this agreement, DSTO conducted a mapping exercise to determine the knowledge hub’s objective, a gap analysis to identify missing elements on the current website, and the creation of characters to determine potential users for a client-centric approach to the development of the web portal. In addition, DSTO leveraged existing information such as WAGE’s GBA Plus needs assessment and the implementation survey to identify guiding principles, website objectives, and a potential structure and features for the website.

• Using the work conducted by DSTO, WAGE is now in the process of developing an implementation plan.
