Evidence of progress:

• During this reporting period, implementation of pilot projects in British Columbia, Ontario and Manitoba continued.
• Jurisdictions who have completed community engagement activities have submitted project reporting, supporting the collection and analysis of data and outcomes related to priorities, barriers, and considerations for expanding CJCs.
• The Ad Hoc Committee for CJCs met on October 18, 2023. Ontario has assumed the role of co-chair for the 2023-24 fiscal year.

• During this reporting period a new pilot CJC project was approved in Manitoba.
o In June 2023, Manitoba Keewatinowi Okimakanak (MKO) was approved for a CJC pilot for their “Justice Navigation Hub” in the amount of $1.5 million over three years. The navigation hub will be located in Thompson, MB and will support Justice Navigators to guide individuals through the criminal justicdae system and help them overcome barriers that prevent them from accessing the supports and information they need. Services provided to individuals will include early intervention, wrap around supports, and reintegration support for individuals returning to their families and/or communities.
• With the approval of MKO’s pilot, Justice Canada is now supporting CJC pilot projects in the three identified jurisdictions – British Columbia, Ontario and Manitoba.
• The CJC Ad Hoc Committee continues to meet to share updates from jurisdictions working on CJCs. This further supports networking amongst those working on CJCs, and provides an opportunity to discuss challenges, promising practices and outcomes. The Committee met once during this reporting period.
• Jurisdictions approved for funding in 2022-23 for community engagement to explore the expansion of CJCs to other provinces and territories will be submitting their final reporting over the coming months. This will support data collection and analysis on priorities, barriers, and considerations for expanding CJCs.

• During this period, funding was approved for the province of Ontario for their Community Justice Centre pilot project. A total of $11 million over four fiscal years was approved for the expansion of Ontario’s Justice Centres pilot, a court-based approach that seeks to address the intersection of poverty, homelessness, addictions and systemic racism within the criminal justice system. The Justice Centres co-locate and integrate courts with social services, based on needs and priorities identified by each community.
• Two additional ad hoc committee meetings were held in January and March with representatives from participating provinces and territories. The committee meeting in March included a presentation from the Centre for Justice Innovation. Moving into fiscal year 2023-24, the committee is planning to continue to meet every two months.
