10,365 employees attended the fifth Progress Update on HR and Pay in October 2025. The English and French events featured updates from senior leaders and a live question-and-answer session with the former Deputy Clerk of the Privy Council, the Associate Chief Human Resources Officer, and Associate Deputy Minister of the Human Capital Management Portfolio (HCMP) at Public Services and Procurement Canada (PSPC). Employees asked 694 questions across the two events and topics that went unanswered will be incorporated into updates to the Integrated strategy for human resources and pay: Answers to your questions - Canada.ca webpage.
PSPC’s HCMP also presented updates to the Union-Management Consultation Committee prior to the employee event and held a technical briefing for the media following the employee event. These two presentations fostered dialogue with unions and the media, respectively.
Following the progress update event, the Transparency by Design team at PSPC sent the “In the Open” HR and pay newsletter to subscribers and launched a public opinion research pulse check survey that ran until December 2025. The survey gave stakeholders the opportunity to provide anonymous feedback directly to the government that will continue to enable data-driven decision making.
The expansion of the Transparency by Design team at PSPC in September 2025 meant that onboarding occurred in parallel with preparation for the fifth Progress Update on HR and Pay.
