National Action Plan on Open Government Commitment

Since the December 2025 update, there has been limited additional progress on the development of the targeted learning series on open data. Initial discussions with the Canada School of Public Service (CSPS) and engagement with the Open Data Advisory Group established a preliminary basis for the initiative; however, work has not yet progressed to the development or validation of the learning content. Further stakeholder consultation and development of the learning series are expected to resume as capacity and organizational priorities allow.

Initial discussions with CSPS and planned engagement with the Open Data Advisory Group, as reported in the December 2025 update. No substantive learning materials or finalized training content have been developed or validated during this reporting period.

Capacity constraints and organizational changes within TBS and partner organizations have affected the ability to advance the initiative. Competing priorities have also limited the capacity available to undertake further stakeholder consultations and develop the proposed learning series.

TBS met with the Canada School of Public Service (CSPS) to discuss the development of a targeted learning series on open data. CSPS is supportive of the initiative and expressed interest in moving forward collaboratively. However, both organizations may be facing capacity constraints that could affect timelines and delivery.

TBS has also scheduled a meeting with the Open Data Advisory Group to seek input and guidance on the proposed learning series, including early ideas on scope, content, and co-development approaches.

Both TBS and CSPS are currently experiencing capacity limitations and internal reorganization activities, which may impact the pace of work and coordination required to advance the learning series.
