AAFC has been conducting the Strategic Issues Survey, a survey of producers, since 2007. The research is designed to provide insight into the views of producers on current agricultural issues in Canada and on priorities and policies that affect the agriculture and agri-food sector. The survey builds on tracking questions from previous waves to note trends over time but also provides insights on new and evolving areas of interest to AAFC. This wave of research includes a focus on sustainability, along with other upcoming priorities. MODIS-Aqua night long-wave Sea Surface Temperature (SST) images were acquired from the NASA Ocean Biology Processing Group at processing Level-2 (version 2018), 1-km resolution, spanning the period 2003-01-01 to 2020-12-31. Image pixels were aligned and mapped to a regular grid using the SeaDAS program, retaining all pixels with a quality level of ‘1’ or lower, which is recommended for scientific analysis. The monthly mean value at all pixels was calculated for individual years, and used to produce maps of the monthly climatological mean and standard deviation of SST. Building on previous research waves in 2011 and 2016, Agriculture and Agri-Food Canada (AAFC) launched a third wave of public opinion research to assess Canadians’ perceptions and attitudes towards emerging agricultural technologies and their applications in the sector, and to gather information on public trust regarding these technologies. Having explored some of these issues in past research, this study generated comparative data, allowing AAFC to track Canadians’ attitudes over time. This report details Global Affairs Canada’s implementation of the Avoiding Complicity in Mistreatment by Foreign Entities Act (ACMFEA) in 2022. The report was shared with the Minister of Foreign Affairs in February 2022, as required by section 7(1) of the act.

Pursuant to section 2 of the Department of Foreign Affairs, Trade and Development Act, I preside over the Department, and have its management and direction in Canada and abroad. I hereby issue this Ministerial Direction.
The Government of Canada is committed to addressing threats to national security and protecting rights and freedoms. The purpose of this Direction is to clearly state Canadian values and principles against torture and mistreatment and commitment to the rule of law.

the disclosure of information that would result in a substantial risk of mistreatment of any individual by a foreign entity;
