Health Canada in 2017 initiated a special review of naled (Canada, 2017a) pursuant to subsection 17(1) of the Pest Control Products Act, based on the toxicology information submitted under section 12 of the Pest Control Products Act, following the re-evaluation of naled (Canada, 2004; and Canada, 2006). The aspect of concern identified for the special review under subsection 17(1) of the Pest Control Products Act is the potential occupational risk.
Pursuant to subsection 18(4) of the Pest Control Products Act, the PMRA has evaluated the aspects of concern that prompted the special review of pest control products containing tetrachlorvinphos. The aspects of concern for this special review are relevant to human health (potential occupational and residential risks).
Preservatives that function by killing pests are "pest control products" under the Pest Control Products Act. The active ingredients that they contain are required to be registered, unless they are otherwise authorized (see paragraphs (a) and (b) of the definition of "pest control product" and subsection 6(1) of the Pest Control Products Act). The end-use products derived from these active ingredients must similarly be registered with the PMRA and approved for use as preservatives in other pest control products.
