Suggested Response:
• On November 30, 2024, Canada and the Manitoba Métis Federation reached the historic milestone of signing the Red River Métis Self-Government Recognition and Implementation Treaty. The first of its kind with the Métis.
• The Treaty recognizes the Manitoba Métis Federation as an Indigenous government with jurisdiction over core governance matters such as citizenship, elections, and internal affairs, and does not address harvesting or land-related matters or rights.
• The Treaty affirms the Métis inherent right to self-government and underscores our government’s commitment to advancing reconciliation with the Métis.

If pressed on next steps:
• The Government will soon be introducing a bill to give the Treaty legal force and effect.
• If the bill is passed, Canada and the Manitoba Métis Federation would then negotiate a mutually agreeable effective date for the coming into force of the Treaty and an Order in Council will be issued.
• An Implementation Plan has been signed which sets out all obligations and associated activities stemming from the Treaty, and will guide the parties in their new intergovernmental relationship.
If pressed on further negotiations
• If subsequent negotiations begin with respect to jurisdictions that are currently under the authority of the provincial government, the Government of Manitoba will be invited to participate.
• Should other self-government arrangements or areas of jurisdiction be negotiated, there will be consultations with Indigenous groups who may be impacted by such matters.
