Suggested Response:

• We are pleased to table the annual Crown-Indigenous Relations and Northern Affairs Canada Fees Report for 2019-2020.

• We are committed to ensuring that the Government’s financial resources are well managed in the delivery of programs to Canadians.

• CIRNAC fees are mainly collected from issuance of exploration, discovery, and production licenses for the development of natural resources on federal lands in the North.

• CIRNAC will continue to provide services to Canadians under a modern legislative framework that enables cost-effective delivery of services, and improves transparency and oversight.

Background:

The Service Fees Act provides for:
− a streamlined approach to consultation and the approval of new or modified fees;
− a requirement for government departments to establish service standards and to report against those standards, along with a policy to remit fees to fee payers when standards are not met;
− an automatic annual fee adjustment by the Consumer Price Index to ensure that applicable fees keep pace with inflation; and
− annual detailed reporting to Parliament in order to increase transparency.

Government of Canada departments may collect fees for services, licences, permits and products, as well as for the use of facilities, other authorizations of rights or privileges, or to recover, in whole or in part, costs incurred in relation to a regulatory scheme.
The majority of fees collected by CIRNAC are set by mining and land regulations for services offered in the North. There are two fees for Crown-Indigenous Relations only:
1. $110 fee by contract regarding a license to occupy a portion of Crown Land
2. $5, 981 in land interest fees
