• In August 2023, Canada and the Manitoba Métis Federation concluded preliminary negotiation of the Red River Métis Self-Government Recognition and Implementation Treaty.
• The draft self-government treaty responds to a key priority identified by Manitoba Métis Federation, including a renewed roadmap for moving forward together to implement their inherent right to self-government.
• The self-government treaty recognizes the Manitoba Métis Federation’s jurisdiction in core governance areas such as citizenship, elections and internal administration, and does not address harvesting or land-related matters or rights.

If pressed on next steps:
• The details of the negotiations between Canada and the Manitoba Métis Federation are privileged and confidential. However, as with all draft treaties, Canada is holding meaningful consultations with potentially impacted partners.
• Once consultations conclude, the treaty will be finalized and signed-off by both parties, implementation legislation will be drafted and introduced in the House of Commons at the earliest opportunity.
• This is a bilateral treaty negotiated between Canada and the Manitoba Métis Federation. Throughout the negotiations process, as key milestones were reached, we have shared information and provided updates to the Manitoba provincial government.

• If subsequent negotiations begin with respect to jurisdictions that are currently under the authority of the provincial government, the Government of Manitoba will be invited to participate.
• Should other self-government arrangements or areas of jurisdiction be negotiated, there will be consultations with Indigenous groups who may be impacted by such matters.
