Suggested Response:

•Canada and the Manitoba Métis Federation are proud to reach another milestone on the path towards reconciliation. On August 23, 2023, Canada and the MMF initialed the Red River Métis Self-Government Recognition and Implementation Treaty.

•The draft core self-government Treaty responds to a key priority identified by Manitoba Métis Federation including a renewed roadmap for moving forward together to implement their inherent right to self-government.

•The draft core self-government Treaty will recognize the Manitoba Métis Federation’s jurisdiction pertaining to citizenship, elections and internal administration, and does not address harvesting or land-related matters or rights.

If pressed on Next Steps:
• Canada has begun a consultation and engagement process with key partners on potential impacts to their section 35 rights.
• Canada’s view is that the rights of other Indigenous groups are in no way impacted by the terms of this Treaty. However, if any concerns are shared related to the Red River Métis Self-Government Recognition and Implementation Treaty, they will be carefully considered.
• Once the consultation and engagement period has concluded, Canada will seek approval to sign the Treaty and introduce implementing legislation.
• If subsequent negotiations begin with respect to jurisdictions currently under the authority of the provincial government, the Government of Manitoba will be invited to participate.
