Issue/Question:
Government of Canada Inuit Employment Plans
Suggested Response:
• Article 23 of the Nunavut Agreement outlines the objective to increase Inuit employment to a representative level within government.
• In 2024, Canada released a new Whole-of-Government Inuit Employment Plan along with Departmental Plans. These plans outline actions to support Inuit recruitment, retention and advancement.
• Pilimmaksaivik, the Federal Centre of Excellence for Inuit Employment in Nunavut, is working with our treaty partners to co-develop a Framework that will guide the development of
Pre-Employment Training Plans.
• In March 2025, Canada signed the first-ever co-developed Nunavut Agreement Implementation Contract which included a long-term, coordinated approach to advancing Inuit employment, along with new resources to expand Pilimmaksaivik’s capacity.
Background:
• Inuit representation in federal departments and agencies across Nunavut has increased from 47% in 2024 to 50% in 2025.
• Pilimmaksaivik is working with departments and agencies to support Nunavut Inuit by providing in-service programming and technical support to HR staff and hiring managers.
• The Government of Canada is targeting 64% Inuit representation by March 31, 2028, with renewed targets to be set for March 31, 2033.
