Issue/Question:

Tabling of the 2022–2023 Supplementary Estimates (B)

Suggested Response:

  • Canada Economic Development for Quebec Regions is contributing to the Government of Canada’s efforts to support sectors hard hit by the pandemic, such as aeronautics and tourism, as well as communities across Quebec.
  • Through the Supplementary Estimates (B), Canada Economic Development for Quebec Regions received 126.5 million dollars in grant and contribution authorities, of which 83.1 million dollars is administered under the Quebec Economic Development Program and 43.4 million dollars under the Regional Economic Growth through Innovation program.

Grant and contribution funding received in the Supplementary Estimates (B) is broken down as follows:

  • Tourism Relief Fund: $42.5 million
  • Regional Air Transportation Initiative: $34.3 million
  • Moving up of 2021–2022 repayable contributions: $15 million
  • Canada Community Revitalization Fund: $12.9 million
  • Regional infrastructure development initiative in Quebec: $9.1 million
  • Aerospace Regional Recovery Initiative: $8.5 million
  • Support for the Montréal office of the International Sustainability Standards Board: $2.7 million
  • Launch of a national quantum strategy: $1.5 million

Background:

  • The Supplementary Estimates (B) presents information on spending requirements that were not sufficiently developed in time for inclusion in the Main Estimates, or that were subsequently refined to reflect changes to specific programs or services.
  • In 2021–2022, labour shortages and supply chain delays have slowed the progress of various projects being carried out by businesses and non-profit organizations. Most of this Supplementary Estimates (B) budget comes from the carry-over of funds from last year, notably for the Tourism Relief Fund (TRF), the Canada Community Revitalization Fund (CCRF), the Aerospace Regional Recovery Initiative (ARRI), and the launch of a national quantum strategy.
  • Canada Economic Development for Quebec Regions’ 2022–2023 grant and contribution budget increased from $534.8 million to $661.3 million, for a total budget of $714.3 million, including the operating budget. The request represents 23.7% of the initial grant and contribution budget.

Additional Information:

Canada Economic Development for Quebec Regions (CED) has requested 126.5 million dollars through the 2022 2023 Supplementary Estimates (B) to ensure the delivery of multiple economic recovery initiatives.
