Why is the Canada Revenue Agency seeking funding in the Supplementary Estimates (C) for the administration of the Canada Recovery Hiring Program?

Suggested Response:

• The Canada Revenue Agency (CRA) is a client-focused agency which exists to serve Canadians.
• The CRA is seeking $17.4M for the administration and validation of the Canada Recovery Hiring Program.
• The government introduced the Canada Recovery Hiring Program in Budget 2021 to encourage employers to rehire workers previously laid off as a result of COVID-19 and help better position the Canadian economy through the recovery process.
• The subsidy offsets a portion of the extra costs employers take on as they reopen, either by increasing wages or hours worked, or hiring more staff. It covers up to 50% of incremental remuneration paid to employees between June 6, 2021 and May 7, 2022.
• The funding is required to perform pre-payment validation and begin post-payment validation reviews.

Background:

Through the 2022-2023 Supplementary Estimates (C), the Canada Revenue Agency (CRA) is seeking $17.4M for the administration of the Canada Recovery Hiring Program (CRHP).

The CRHP aims to help businesses ramp-up hiring and employment practices (higher wages, increased hours) as they recover from the economic impact of COVID-19 pandemic.

The CRHP provides eligible employers with a subsidy of up to 50% on the incremental remuneration paid to eligible employees between June 6, 2021 and May 7, 2022.

The resources are required to perform pre-payment validation and begin post-payment validation reviews in 2022-2023.

The CRHP is no longer available. It officially ended on May 7, 2022.
