Issue/Question:
Why is the Canada Revenue Agency seeking funding in the Supplementary Estimates (C) for the administration of the enhanced Canada Workers Benefit?
Suggested Response:
• The Canada Revenue Agency (CRA) is a client-focused agency which exists to serve Canadians.
• The CRA is seeking $0.3M in funding to administer the expansion of the Canada Workers Benefit, which is expected to support about a million additional Canadians in low-wage jobs.
• The enhancement makes the Canada Workers Benefit available to taxpayers with a higher adjusted net income and is expected to increase the volume of applicants from two million to three million annually.
• The funding will be used to process the increased volume of Canada Worker Benefit recipients in the 2022 taxation year.
Background:
Through the 2022-2023 Supplementary Estimates (C), the Canada Revenue Agency (CRA) is seeking $0.3M for the administration of the enhanced Canada Workers Benefit (CWB), which makes the CWB available to taxpayers with a higher adjusted net income.
The government introduced the second earner exemption and enhanced the Canada Workers Benefit (CWB) by, for instance, raising the income level at which the CWB will be phased-out to $23,495 for single individuals without children and to $26,805 for families. This means that most full-time workers earning the minimum wage will receive significant support from this important benefit. Note that CWB amounts and thresholds vary for residents of Alberta, Nunavut, and Quebec.
These changes are expected to increase the volume of CWB applicants from 2 million to 3 million annually.
