Issue/Question:

Global Affairs Canada's 2019-20 Supplementary Estimates (B) is scheduled to be tabled in Parliament the week of January 27, 2020.

Suggested Response:

• The 2019-20 Supplementary Estimates (B) is Global Affairs Canada's second tabling this fiscal year

• In these Supplementary Estimates, Global Affairs Canada is requesting a net increase of $75.2 million to its current authorities of $7.42 billion bringing total authorities to $7.50 billion

• Of this amount, $20.3 million relate to initiatives within the Development portfolio. The increase includes $18.2 million for direct payments to International Financial Institutions.

• In addition, $3.0 million is transferred from the Department of Citizenship and Immigration for the United Nations High Commissioner for Refugees.

Background:

Supplementary Estimates A and B are part of the normal Parliamentary approval process to ensure that previously planned government initiatives receive the necessary funding to move them forward. They present information to Parliament on the Government of Canada's spending requirements that were not sufficiently developed in time for inclusion in the annual Main Estimates process and are not accessible through the Budget Implementation Vote.

In the 2019-20 Supplementary Estimates (B), Global Affairs Canada is requesting an increase of $75.2 million to its current Estimates of $7.42 billion.

The net increase includes funding for the following budgetary items related to the development portfolio:

  1. $18.2 million to increase spending authority for the International Financial Institutions transfer payment

This increase is required to fulfil Canada's commitment to increase its contributions to the International Fund for Agricultural Development, the Multilateral Investment Fund and the Multilateral Fund for the Implementation of the Montreal Protocol.

  1. $3.0 million transferred from the Department of Citizenship and Immigration for the United Nations High Commissioner for Refugees

This funding will provide critical support to the United Nations High Commissioner for Refugees to pursue its refugee resettlement objectives, and to support Canada's refugee policy priorities. The United Nations High Commissioner for Refugees gears its efforts towards providing and promoting legal and physical protection to refugees, supplying material assistance, and facilitating durable solutions.
