Issue/Question:
Global Affairs Canada's 2020-21 Supplementary Estimates (C) is scheduled to be tabled in Parliament in February 2021.
Suggested Response:
• The 2020-21 Supplementary Estimates (C) is Global Affairs Canada's third tabling this fiscal year.
• In these Supplementary Estimates, Global Affairs Canada is requesting a net increase of $1.60 billion to its current authorities of $7.86 billion bringing total authorities to $9.46 billion.
• The net increase is mostly due to the COVID-19 and relates to initiatives within the Development portfolio. The increase includes $705.0m transfer from the Public Health Agency of Canada to support access by developing countries to COVID-19 vaccines, therapeutics and diagnostics.
• In addition, $400.0 million funding to support the recovery and resilience of developing countries and $120.0 million to support access by developing countries to vaccines, therapeutics and diagnostics.
• It also includes $341.3 million to help developing countries address the impact of climate change.
Background:
Supplementary Estimates A, B and C are part of the normal Parliamentary approval process to ensure that previously planned government initiatives receive the necessary funding to move them forward. They present information to Parliament on the Government of Canada's spending requirements that were not sufficiently developed in time for inclusion in the Main Estimates.
In the 2020-21 Supplementary Estimates (C), Global Affairs Canada is requesting an increase of $1.60 billion to its current Estimates of $7.86 billion.
The net increase includes funding for the following budgetary items related to the development portfolio:
- $705.0 million transfer from the Public Health Agency of Canada to support access by developing countries to COVID-19 vaccines, therapeutics and diagnostics;
This amount takes into account the following:
· Funding for COVID-19 Vaccines and Therapeutics - $255.0 million;
· Procurement of COVID-19 therapeutics for Low and Middle Income Countries - $230.0 million;
· The Vaccine Alliance - COVAX Advance Market Commitment (AMC) - $220.0 million.
- $400.0 million to support the recovery and resilience of developing countries (COVID-19).
- $341.3 million to help developing countries address the impact of climate change.
This amount takes into account the following:
· Funding for the International Fund for Agricultural Development - $190.0 million;
· Funding for the African Development Bank climate change - $100.0 million;
· Funding for Land Degradation Neutrality Fund - $51.3 million.
- $120.0 million to support access by developing countries to vaccines, therapeutics and diagnostics (COVID-19).
- $4.0 million transfer from the Department of Fisheries and Oceans to help develop sustainable economic plans for oceans.
- ($2.5) million transfer to the Department of Natural Resources to meet Canada's 2019 G7 commitment to support wildfire response and preparedness in the Amazon Basin.
