Issue/Question:
Global Affairs Canada's 2021-22 Main Estimates is scheduled to be tabled in Parliament in the week of February 22, 2021.
Suggested Response:
• The 2021-22 Main Estimates summarize the Department's projected expenditures of $6,723.2 million for the upcoming fiscal year. This is a net decrease of $761.0 million compared to the 2020-21 Main Estimates of $7,484.2 million.
• The 2021-22 Main Estimates include $3,782.9 million for the upcoming fiscal year for the Development portfolio. This is a net decrease of $722.2 million compared to the Development portfolio of $4,505.1 million in 2020-21.
• The decrease is mainly due to funding received in previous years to help developing countries address the impact of climate change and to the sunset of funding for Renewing Canada's Middle East Strategy.
• It also includes a decrease due to funding received in previous years to implement the Feminist International Assistance Agenda.
Background:
Each year, the government prepares the Main Estimates which include the proposed level of spending authority that Parliament is being asked to approve through an Appropriation Act.
The President of the Treasury Board is scheduled to table the Government Expenditure Plan (Part I) and the Main Estimates (Part II) in Parliament in the week of February 22, 2021.
The Main Estimates summarize Global Affairs Canada's projected expenditures for the upcoming fiscal year (2021-22) including the conditions governing the spending to be approved by Parliament.
The Department's total Development funding requested in the 2021-22 Main Estimates is $3,782.9 million.
The net decrease of $722.2 million over last year's Development portfolio of $4,505.1 million is attributable to the following items:
(i) Significant decreases in grants & contributions include:
· $363.0 million related to funding received in previous years to help developing countries address the impact of climate change;
· $205.0 million related to the sunset of funding received for Renewing Canada?s Middle East Strategy; and
· $144.3 million related to funding received in previous years to implement the Feminist International Assistance Agenda.
