Issue/Question:

May 14, the Globe and Mail reported on the plywood industry's disappointment by the lack of positive action taken by the government regarding allegedly dumped and subsidized plywood imports from China

Suggested Response:

• In Canada, anti‑dumping and countervailing duty investigations are conducted independently by arm's‑length government agencies, in accordance with the Special Import Measures Act and relevant WTO rules.

Background:

In Canada, the Canada Border Services Agency (CBSA) investigates an allegation of dumping and/or subsidizing, and the Canadian International Trade Tribunal (CITT) holds an inquiry of material injury caused by dumping and/or subsidizing. Such proceedings take place at arm's length, in accordance with the Special Import Measures Act and the WTO's Anti‑dumping Agreement and Agreement on Subsidies and Countervailing Measures.
