Issue/Question:
On February 20, 2022, an event was held outside Brampton City Hall regarding the death of Punjabi-Indian actor Deep Sidu, who was killed in a car accident in India.
Suggested Response:
• Canada respects the territorial integrity and sovereignty of India.
• Canadian law prohibits the advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence, while at the same time maintaining robust protection for the right to freedom of expression.
• Committed to working with India to combat terrorism and violent extremism in a manner consistent with Canadian judicial and legal freedoms.
Background:
On February 20, 2022, Brampton Mayor Patrick Brown and City Councilor, Harkirat Singh attended a vigil for Punjabi-Indian actor and activist, Deep Sidhu who was killed in a car accident last week. Mr. Sidhu was a prominent supporter of the farmer-led protests in India. He had previously expressed concern for his safety and his sudden death has sparked suspicion among some of his supporters.
The vigil was predominately attended by members of the Toronto Punjabi Sikh community, some of whom carried banners in support of the creation of Khalistan, an independent Sikh state.
The appearance of Canadian political leaders, irrespective of the level of government, at events that promotes secessionist movements in India has a direct impact on the GoC's ability to manage the bilateral relationship.
