Issue/Question:
Canada has no plan to achieve the 0.7% ODA/GNI target, but is committed to increase international development assistance every year to 2030 to realize the SDGs.
Suggested Response:
• Canada committed to increasing international development assistance every year towards 2030 to realize the Sustainable Development Goals (SDGs).
• In Budget 2023, the Government projected an International Assistance Envelope of $6.89 billion, a 49% increase from 2015-16.
• Canada's official development assistance (ODA) increased by 29% to $10.2 billion in 2022.
• The government remains committed to improving the quality and effectiveness of its aid to generate better results for the poorest and most vulnerable.
Background:
The 0.7% ODA/GNI target was introduced at the UN General Assembly in 1970. Since then, the target has appeared in major UN outcome documents.
Canada has acknowledged the 0.7% ODA/GNI target over the years but has never developed a specific plan to meet the target. The Minister of International Development is currently committed to increase international development assistance every year toward 2030 to realize the Sustainable Development Goals (SDGs).
In 2022, Canada's official development assistance (ODA) increased by 29% to $10.2 billion and Canada ranked as the 6th highest donor among OECD members in terms of ODA volume, and 18th based on ODA/GNI. Canada's 2022 ODA/GNI ratio increased to 0.37 percent, from 0.32 percent in 2021, representing Canada's highest ODA/GNI level since 1995.
In Budget 2023, the Government projected an International Assistance Envelope of $6.89 billion, a 49% increase from 2015-16. Canada remains committed to improving the quality and effectiveness of its aid to generate better results for the poorest and most vulnerable.
