Suggested Response:

• The CCGS Jean Goodwill, CCGS Vincent Massey are under the care and custody of Chantier Davie Canada Inc. from purchase until delivery to the Canadian Coast Guard.
• When the Canadian Coast Guard received the Lead Paint Reports in October 2019 (CCGS Captain Molly Kool) and in February 2020 (CCGS Jean Goodwill and CCGS Vincent Massey), they immediately delivered the reports to Chantier Davie Canada Inc. for them to take the necessary action.
• Chantier Davie Canada Inc. has extensive experience handling the refit and maintenance of older ships. As part of this refurbishment contract, the shipyard must comply with applicable municipal, provincial and federal Health and Safety and environmental laws, regulations and industry standards.
• The shipyard is responsible for all environmental procedures within their yard including identifying, removing, tracking, storing, transporting and disposing of all potential pollutants and hazardous materials encountered.

• On many ships and other infrastructure of a certain age, there is the potential of lead in old paint. All industries handling these vessels and infrastructure are aware of this possibility.

Background:

• CBC News released an article on October 5th, 2020 titled “Workers at Davie shipyard exposed to lead during Coast Guard icebreaker refurbishing.”
• In August 2018, the Canadian Coast Guard purchased three medium commercial icebreakers through Chantier Davie Canada Inc. to ensure the continuation of essential icebreaking services in Atlantic Canada, the St. Lawrence and the Great Lakes, as well as the Arctic during vessel life extension and repair periods to the existing fleet.
• Before entering the Canadian Coast Guard fleet, the ships required refit and conversion work at Chantier Davie Canada Inc. to ensure they met Canadian regulatory standards.
• The CCGS Jean Goodwill and the CCGS Vincent Massey are under the care and custody of Chantier Davie Canada Inc. from purchase until delivery.
• As part of the Canadian Coast Guard’s operational procedures, an extensive Hazardous Survey Inventory is performed on vessels entering into service.
• This survey was initiated on the CCGS Captain Molly Kool in August 2019, and on the CCGS Jean Goodwill and the CCGS Vincent Massey in December 2019.
• The results of the Hazardous Survey Inventory, received by the Canadian Coast Guard in October 2019, indicated lead paint was found on the CCGS Captain Molly Kool. The report was immediately provided to Chantier Davie Canada Inc.
• The report for the CCGS Jean Goodwill and CCGS Vincent Massey were received by the Canadian Coast Guard in February 2020, and was immediately provided to Chantier Davie Canada Inc.
• Upon receipt of the CCGS Jean Goodwill and CCGS Vincent Massey reports, the shipyard immediately stopped work to address the situation in the shipyard.
