Suggested Response:

Fisheries and Oceans Canada is committed to: managing Canada’s vast fisheries; protecting the marine environment; regenerating the ecosystems and lifeforms they sustain; and, keeping our waterways safe, secure, and accessible.

This year, the Department:
• Engaged with Canadians, Indigenous peoples, and stakeholder groups to begin developing a comprehensive Blue Economy Strategy;
• Launched a Pacific Salmon Strategy Initiative to protect and restore Pacific wild salmon populations on Canada’s west coast;
• Engaged on the development of a new Aquaculture Act and began work on a responsible plan to phase-out open net-pen salmon farming in coastal British Columbia waters by 2025; and,
• Continued to revitalize the shipbuilding industry with the renewal of Canada’s Coast Guard fleet and ensure our marine services have the modern ships they need.

Sub issue a
Department spent 6.7% more in 2020-21 than in 2019 20

The Department's total actual spending for 2020-21 was $3,347.0 million. This represents an increase of 6.7 per cent compared to the total actual spending for 2019-20 ($3,136.1 million).

This increase is mainly attributed to an increase in total authorities approved by Parliament and allocated by Treasury Board. The increase in funding relates to items such as payments to support Canada's fish harvesters.

Sub issue b
Department spent $1,124.1 million less than Total Authorities for 2020-21

The Department's total authorities for 2020-21 were $4,471.0 million. The Department’s actual spending for 2020-21 was $3,346.9 million.

The difference of $1,124.1 million between total authorities and actual spending is mainly the result of timeline changes in the completion of projects, which caused funding to be carried forward to future years.

Background:

• Overall, the Department demonstrated resilience despite the pandemic and generally performed well against the plans and targets identified in the 2020-21 Departmental Plan. Over two-thirds (68%) of the performance targets for 2020-21 were achieved and improvements were made in some key areas compared to previous years. The remaining targets were either not met (26%) or did not have data available at the time of reporting (6%). Some missed targets were attributed to challenges related to COVID-19.
