Why is Canada spending more on supporting Ukraine?

- Canada’s support for Ukraine is unwavering.
- Today, I am proud to announce that Canada will contribute $200 million to purchase urgently needed military equipment for Ukraine.
- The package will address Ukraine’s highest-priority military requirements, including critical air defence capabilities.
- Equipment will be sourced under NATO’s Prioritised Ukraine Requirements List (PURL), in partnership with other NATO Allies.
- Canada is working closely with NATO Allies and partners to meet Ukraine’s most urgent battlefield needs.
- We are ensuring Ukraine receives the advanced capabilities it needs to defend its sovereignty and protect its people.

- Canada’s contribution through this NATO-led initiative delivers urgent capabilities to Ukraine that Canada and European Allies cannot provide at the required scale or speed.

- On December 2, 2025, the Minister of National Defence announced that Canada is contributing CAD $200 million towards funding the purchase of a package of critical military capabilities sourced from the United States (US) under the North Atlantic Treaty Organization’s (NATO) Prioritised Ukraine Requirements List (PURL), in partnership with other NATO Allies.
- This funding is part of the $2 billion military assistance envelope announced by Prime Minister Carney in June 2025.
- Since February 2022, Canada has committed $22 billion in overall multifaceted aid to Ukraine.
- Previous Canadian donations include Leopard 2A4 main battle tanks, commercial pattern armoured vehicles, armoured combat support vehicles, high-resolution cameras, drones, a National Advanced Surface-to-Air Missile System, satellite imagery and communications, artillery systems and ammunition, missiles, small arms and ammunition, medical supplies, and winter clothing as well as a range of other urgent equipment.
- Canada will continue advancing its contributions to the Ukraine Defense Contact Group’s Armour, Drone, Air Force, and Information Technology Capability Coalitions, working closely with Allies and Ukraine to strengthen these key defence areas.
- In August 2025, Prime Minister Mark Carney announced approximately $680 million (USD $500 million) for the purchase of a NATO Prioritised Ukraine Requirements List package of military equipment sourced from the United States to strengthen Ukraine’s air defence capabilities and provide other urgently needed military assistance, including ammunition.
- The December 2025 announcement brings Canada’s total PURL contribution to approximately CAD $892 million.
