Why was a civilian mistaken as a participant in an active shooter simulation exercise at CFB Longue Pointe?

- That is why, as part of the investigation that is underway, we are making it a priority to understand the circumstances that led to this unfortunate occurrence, with a view to safeguard against anything like this happening again.
