Suggested Response:
• Parks Canada is committed to providing visitors with high quality and meaningful experiences at places across the country.
• Parks Canada’s Espace 400e is a four storey contemporary building totaling 5,000 square metres located on the Quebec City waterfront.
• Parks Canada reached an agreement on August 26, 2019, with the City of Quebec to take over ownership and operation of Espace 400e.
• The City’s proposed use will help animate the waterfront and support tourism for the thousands of visitors that come to explore all that the City of Quebec has to offer.
• Parks Canada is working with the City of Quebec on the legal process to transfer of the property.
Background:
• In 2011, Parks Canada declared this building surplus to program requirements. The property has remained vacant since 2017, and Parks Canada is responsible for all operations and maintenance costs, which are approximately $500,000 annually.
• The Agency initiated disposal processes at market value in 2016 and again in 2017 at what was then the appraised value of approximately $5.6 million. Neither process yielded a buyer for the property.
• In 2018, a decision was made by the Minister’s office to proceed with a nominal value disposal to the City of Québec.

• On August 26, 2019, the City of Québec announced they were accepting the transfer of a contemporary structure located on the Québec City waterfront, known as Espace 400e from Parks Canada.
