Issue/Question:

Are there anomalies in BDM’s procurement process?/

Suggested Response:

• The BDM Programme conducts all procurement and contracting activities in compliance with the Government of Canada's rules and regulations.

• As the contracting authority for the Crown, Public Services and Procurement Canada (PSPC) ensures compliance throughout the procurement process and ongoing contracting activities, including addressing any risks, issues or anomalies that may arise.

If Pressed (Procurement Ombud Review)

• I am not against such a review but it would require asignificant number of resources and level of effort that would be diverted from the implementation of OAS and EI on BDM, to support such work.

Background:

• The BDM programme has let ~ $668M in contracts since 2017 and has followed all GC policies and procedures in its procurement activities, in collaboration and with the support and guidance of PSPC.

Additional Information:

• The Benefits Delivery Modernization (BDM) Programme is the largest IT-enabled transformation initiative ever undertaken by the Government of Canada.
• Eventually, the Programme will bring Old Age Security (OAS), Employment Insurance (EI), and the Canada Pension Plan (CPP) together on one common system.
• It will provide Canadians with seamless, secure, and fast access to their benefits on a modern and improved system.
