Issue/Question:

ESDC's Benefits Delivery Modernization (BDM) Programme received $2.9B in Budget 2024

Suggested Response:

• The BDM Programme supports the Minister’s mandate to develop and implement modern, resilient, secure, and reliable services and benefit delivery systems for Canadian citizens.
• We are replacing the platform that delivers Old Age Security to Canadian seniors – we’ve had a successful release in June 2023 and our next significant release is on track for December 2024.
• This year we began to plan for the onboarding of Employment Insurance to the BDM platform, as well as the planning required to modernize our contact centres. and the transition to a modern contact centre solution.
• With the funding announced in Budget 2024, we will be positioned to take this critical work to the next stage and as a result provide Canadians with the modern service experience they deserve.

Background:

Budget 2024 provided $363.7 million over five years, starting in 2024-25, and $2.5 billion in remaining amortization to implement projects during the second phase of the Benefits Delivery Modernization (BDM) Programme.

Additional Information:

• BDM is the largest IT-enabled transformation initiative ever undertaken by the Government of Canada. Through a staged and cautious approach, the Programme will modernize how the federal government serves all Canadians, by replacing old systems and technology with new upgraded systems fit for the digital age.

• The BDM Programme is a long-term, strategic undertaking to ensure the reliable and accurate delivery of Old Age Security (OAS), Employment Insurance (EI) and Canada Pension Plan (CPP) benefits to Canadians.

• BDM is on track to modernize OAS, EI, and CPP over three phases, with an expected completion date of 2030.
