Issue/Question:
Service Canada will be responsible for administering, on behalf of Health Canada, the application and eligibility process for the Canadian Dental Care Plan.

Service Canada travaille en collaboration avec Santé Canada et l’Agence du revenu du Canada pour établir le processus de détermination de l’admissibilité.
Background:
In Budget 2023, the Government of Canada announced $13.0 billion over five years, starting in 2023-24, and $4.4 billion ongoing to Health Canada to implement the Canadian Dental Care Plan (CDCP).
The CDCP will provide dental coverage for uninsured Canadians with annual family income of less than $90,000, with no co-pays for those with family incomes under $70,000.
Health Canada is working with Public Services and Procurement Canada (PSPC) to procure a third-party benefit provider for the CDCP. The contracted provider will process and issue payments, among other tasks (e.g., provide a frontline call centre for enquiries). An Early Work Agreement has been awarded to Sun Life Assurance Company of Canada.
Officials from Service Canada are working with Health Canada and the Canada Revenue Agency to ensure that clients can access the program in an efficient manner and receive support across all Service Canada service channels.
Delivery timelines are aggressive. Service Canada has dedicated teams in place to ramp up delivery as quickly as possible while also balancing the importance of ensuring seamless client experience, accessibility to all, including the most vulnerable, and an information management system that protects personal information.
