Question Period Note: DALIAN Enterprises Contracts since November 2015

The Standing Committee on Government Operations and Estimates (OGGO) has been reviewing all contracts awarded to DALIAN Enterprises, Coradix, and GC Strategies, as part of the ArriveCAN Application investigation, which was launched following allegations of procurement misconduct in October 2022. Employment and Social Development Canada (ESDC) received a parliamentary question in November 2023 regarding the types of contracts awarded by the department to DALIAN Enterprises since November 2015, the services being provided, and the total contract values.

• Since November 2015, ESDC has awarded three contracts to Dalian Enterprises in joint venture with Coradix Enterprises.

• All three were competitively awarded under Supply Arrangements put in place by Public Services and Procurement Canada (PSPC).

• On March 1, 2024, PSPC suspended Dalian Enterprises in joint venture with Coradix Enterprises from continuing work on federal contracts and from participating in new procurement opportunities. At that time, ESDC had one active contract.

• On March 15, 2024, PSPC terminated the only active contract ESDC had with Dalian Enterprises in joint venture with Coradix Enterprises.

• The contracts awarded to DALIAN in Joint Venture with Coradix are categorized as Management Consultation or Information Technology Consultation.
• In November 2023, OGGO requested a copy of all DALIAN & Coradix contracts awarded by ESDC.

This Written Question was made an Order for Return and the answer was tabled. • On April 11, 2024 MP- Mr. Doherty (Cariboo-Prince George) — put on notice written question Q-2494 contracts awarded through a non-competitive process since March 2020 with DALIAN Enterprises. This Written Question was made an Order for Return and the answer was tabled. (Sessional Paper No. 8555-441-2494)

If Pressed

• The objectives of these contracts were to provide on-demand professional services with diverse skillsets for timely project support, including for well-known services like Job Bank and EI, OAS and Canada Student Loans and Grants.

• DALIAN Enterprises Inc. was formerly recognized on the Indigenous Business Directory (IBD) as an indigenous vendor. As of December, 2024, they are no longer listed on the IBD.

• The two Supply Arrangements from PSPC are no longer active for DALIAN in Joint Venture with Coradix Enterprises. DALIAN Enterprises was a qualified vendor under the Telecommunication Services (TBIPS) and Professional Services procurement vehicles put in place by PSPC.
