Issue/Question:
Is the Government of Canada releasing a digital ID app? The Government of Canada is testing three new tools: GC Issue and Verify, a secure online platform, and GC Wallet – Beta and GC Verify – Beta, both mobile apps. These are being tested with a small group in two pilot projects with federal partners:
Transport Canada: testing digital licenses for aviation personnel.
Immigration, Refugees and Citizenship Canada: testing digital temporary resident visas for Moroccan visitors.
• The GC Wallet – Beta and GC Verify – Beta apps are available in beta on Google Play and Apple App stores, but are only functional for pilot participants. Testing in stages—first in controlled environments, then in real-world pilots—is standard practice.
Suggested Response:
Digital credentials are secure electronic versions of physical documents, like work permits, stored in a digital wallet.
They make accessing government services faster, safer, and more convenient.
The government is creating systems so departments can issue digital versions of documents they already provide.
The government of Canada is not establishing a national digital ID program.
The GC Wallet – Beta and GC Verify – Beta apps are in beta and only works for invited pilot participants, even though anyone can download them.
The use of digital credentials will remain voluntary and optional. People will continue to be able to access Government of Canada services through the channel of their choice – including over the phone, or in person at Service Canada Centres.
Background:
Digital credentials are simply electronic versions of documents people already use, like licenses or visas. They are stored in a digital wallet and make it easier and more private to access services. Participation is voluntary; this is about giving people more choices, not fewer.
The goal is to provide a common system for departments to issue and verify digital versions of documents they already issue.
Two pilot projects started in Fall 2025:
Digital licenses for pilots and air traffic controllers (Transport Canada).
Digital temporary resident visas for Moroccan visitors (IRCC).
These pilots will help the government deliver services that are faster, simpler, and secure.
GC Issue and Verify will:
Help departments issue digital documents.
Allow users to store and share them securely.
Make it easy for organizations to confirm the information.
GC Wallet – Beta and GC Verify – Beta are part of a limited trial and only works for approved participants. They are not for general public use yet.
