Issue/Question:

Why are the Innovation Science and Economic Development Canada (ISED) portfolio organizations requesting $711.6 million in funding through Supplementary Estimates (B)?

Suggested Response:

• The Government of Canada takes fiscal responsibility and the stewardship of all public funds very seriously.

• The Innovation, Science and Economic Development Canada (ISED) portfolio organizations are requesting $711.6 million through the 2024-25 Supplementary Estimates (B) for key priorities, including innovations in science and research, aerospace, housing, and clean energy.

• These investments will continue to foster a dynamic economy, enhance Canadian innovation and digital transformation, drive growth in key sectors essential to a better future.

Background:

Supplementary Estimates B were tabled on November 18, 2024. They represent the second of three opportunities to access funding for this fiscal year. The Innovation, Science and Economic Development Canada (ISED) portfolio is requesting $711.6 million in these Estimates, including:

• $585.7 million in new funding to deliver Budget 2024 initiatives and other federal decisions;
• $118.3 million in reprofiled funding for use into 2024-25;
• $1.2 million resulting from transfers between organizations; and
• $6.5 million in statutory adjustments.

The numbers for the portfolio may not add up due to rounding.

The portfolio is requesting funding for the following organizations (the numbers for the portfolio may not add up due to rounding):

ISED – $248.2 million

• $96.1 million for the inaugural Strategic Science Fund competition to support science and research organizations;
• Movement of $58.7 million from 2029-30 to this fiscal year for the Strategic Innovation Fund for the REDACTED;
• $25.4 million for Canada's association to Horizon Europe to provide support to Canadian academics, not-for-profits, and private sector researchers;
• $20.0 million for the Next Generation Manufacturing Canada cluster to implement the new Homebuilding Technology and Innovation Fund;
• $15.1 million to renew support for the next phase of CanCode to ensure that Canadian students and teachers have access to coding and digital skills training opportunities;
• $12 million to renew support for the Futurpreneur Canada program and enable it to support more Canadian young entrepreneurs;
• $7 million to renew support for the Patent Collective program to continue providing IP services and support clean technology sector;
• $6.8 million to establish the Canadian Artificial Intelligence Safety Institute;
• $2.4 million to renew support to the Canadian Chamber of Commerce's Business Data Lab;
• $2.4 million to support the Clean Tech Data Strategy;
• $1.7 million reprofile for the Women Entrepreneurship Strategy Ecosystem fund;
• $1.5 million to support several government advertising programs, REDACTED;
• $1.5 million to access reinvestment of royalties from intellectual property collected in 2023-24;
• $1.3 million to renew support for the Clean Growth Hub initiative;
• net decrease of $4.6 million as a result of seven transfers with other government departments;

Canadian Space Agency (CSA) – $261.7 million

• $188.1 million to undertake the detailed definition phase (Phase C) as well as the implementation phase (Phase D) of the Canadarm3 project;
• $56.4 million for reprofile of capital funds from 2023-24 related to phase B of Canadarm 3 project;
• $14.2 million for the Lunar Exploration Accelerator Program to accelerate the development of new technologies in Deep Space Food Production and Health and in Lunar Utility Vehicle;
• net increase of $10,500 as a result of three transfers with other government departments; and
• $3 million related to statutory contributions to employee benefit plans.

Social Sciences and Humanities Research Council (SSHRC) – $90.4 million

• $62.9 million to support graduate students and postdoctoral researchers by increasing scholarship and fellowship award values;
• $28.7 million to increase support to core research grants;
• net decrease of $1.6 million as a result of eight transfers with other government departments; and
• $0.3 million related to statutory contributions to employee benefit plans.

Natural Sciences and Engineering Research Council (NSERC) – $84.1 million

• $46.2 million to support graduate students and postdoctoral researchers by increasing scholarship and fellowship award values;
• $22.5 million to increase support to core research grants;
• $7.3 million for the Tri-Agency Grants Management Solution;
• net increase of $6.6 million as a result of six transfers with other government departments; and
• $1.5 million related to statutory contributions to employee benefit plans.

National Research Council Canada (NRC) – $20.8 million

• $19.7 million for the Industrial Research Assistance Program - Artificial Intelligence Assist;
• net increase of $0.8 million as a result of five transfers with other government departments; and
• $0.3 million related to statutory contributions to employee benefit plans.

Standards Council of Canada (SCC) – $3.6 million

• $3.6 million to address pressures on salary and operating budgets, allowing SCC to avoid a planned spending reduction which would have been necessary to manage these challenges.

Statistics Canada (StatsCan) – $2.8 million

• $1.5 million reprofile for the Canadian Dental Care Plan under the Oral Health Statistics Program;
• $1.0 million to develop and implement the Flood Risk Awareness Portal;
• net decrease of $33,400 as a result of four transfers with other government departments; and
• $0.3 million related to statutory contributions to employee benefit plans.
